Access to land is a key resource in community building. Since Act 2014:899, municipalities are obliged to establish guidelines for the designation of plots. Typical of these guidelines is that the allocation of land acts through direct allocation, tenders and design developer competitions. In the direct allocation, developers approach the municipality with project proposals. In tenders, the price is a means of competition. In the competition, the municipality turns to the market and asks for design proposals. Direct allocation and competition represent two opposite sides of ground land allocation. There is a great need for knowledge about how the system of land allocation affects the development of sustainable, climate-smart and innovative solutions in community building.
