Insights around energy policy challenges hindering effective energy transition in Rwanda
Report, 2025
The workshop discussed policy challenges hindering effective transition to low-carbon energy in Rwanda and explored issues related to inclusive electricity access through “policy and funding for the solar PV sector”. The aim was further to share findings and insights from three research projects led by the organizing team, to support evidence-based policy and enable joint learning.
Discussion results demonstrate that the Government of Rwanda has strong political commitment to advancing low-carbon transition through well-defined policy targets and initiatives. However, the workshop pointed out critical areas of improvement in the Rwanda's energy policy process, particularly to improve coordination in policy implementation, enhance access to funding services, ensure engagement with academic institutions, increase protection for domestic energy investors, as well as the need for greater inclusivity in energy service delivery across Rwanda's different geographical locations and demographic groups.
