In order to achieve sustained economic growth, a national system of innovation (Freeman, 1987; Lundvall, 1992; Nelson, 1992) must successfully manage intermittent large increases in technological opportunity arising from the birth of new generic technologies2 (e.g., electronics or genetic engineering).
