Technical challenges and legal barriers to pre-start a grid based on wind power in the western part of Sweden

Increased social cost of outages, declining trust of the grid companies and their tariffs and new technical possibilities have made it interesting to investigate if it would be possible to pre-start a part of a grid during a major outage based on available wind power. Since the installation of wind power has increased a lot during the latest years in the western part of Sweden an investigated has been made for this region. It is not without challenges to pre-start a grid but seems possible. The technical challenges are several but possible to handle without significant investments. The legal barriers are unknown since it has not been tested in full scale, but the regulations seem to be in place for a successful implementation. However, there are also other possibilities and challenges that could support or hinder a pre-start. It is a new opportunity that seems well worth to explore further, to increase the value of the next generation of power system.
