Assessing and evaluating the transformative potential and outcomes of TIP

Purpose and goal:
The purpose of this project is to operationalize and gather experience of frameworks for assessment and evaluation of innovation policy instruments together with policy practitioners. The aim is to operationalize and test a framework for assessing the potential of different instruments to contribute to system transformation and to operationalize frameworks for evaluating system-level outcomes and translate them into more actionable versions for reflexive monitoring and formative evaluation.
Expected results and effects:
The project is expected to result in an interactive and reflexive research approach, where research insights and practical experiences are combined. It is expected to generate operationalizations of key TIP-related concepts, refined frameworks for assessment, monitoring and evaluation, and joint learning about how different frameworks can be applied in practice. These results can be used in the design, implementation, and evaluation of policy for system transformation.
Approach and implementation:
The project is divided into three interrelated work packages. WP2 and WP3 address the two main themes of the project (assessment and evaluation/monitoring respectively) based on reviews of literature and policy practices as well as interactive focus groups and workshops involving both policy practitioners and researchers. WP1 includes project management and different types of coordination activities (conceptual and methodological work and synthesis of insights from the other WPs).
