Policy instruments for effective road transportation
Research Project, 2017 – 2019

Effective road transport with carbon dioxide emissions below 30 % of today's emissions by 2030 is technically and economically feasible. We intend to describe policy instruments promoting such a development. Technical development on renewable electricity, batteries and biofuels has created new conditions for the fuel supply sector. At the same time, the technology for sensors, information transfer and data processing also creates new opportunities for increased road safety, coordination of traffic flows and new taxation systems. External costs of transport should ideally be those that meet the end users as motorists. Even today this is difficult to achieve only by using fuel taxation. New policy combinations will therefore become more important. The project analysis will ensure that border trade with fuels and transboundary use of vehicles don’t give possibilities to avoid taxation. At the same time, social and regional effects will be condsidered.
