Reframing the narrative of productivity follow-up: From static control to regenerative learning

Productivity follow-up in Swedish construction remains fragmented and audit-driven, which restricts cross-project learning and perpetuates static control. This study reconceptualizes follow-up as a regenerative learning system, wherein interpreted feedback leads to changes in routines and decision-making. Through a conceptual synthesis of prior research, complemented by a Swedish case investigation on productivity follow-up, sustainability transitions theory is integrated with regenerative principles to develop the Regenerative Productivity Framework. This framework consists of three interrelated pillars: (1) timely and interpretable feedback signals, (2) digital connectivity that enables signals and knowledge to circulate across projects and stakeholders, and (3) cultural sensemaking and adaptive capacity that convert signals into routine change. The analysis indicates that “digital stagnation” results from weak organizational integration under regime lock-in rather than a technology deficit. It also shows how existing waste and rework data can be used as signals for renewal. The main contribution is a testable model that guides pilot experiments, shifting follow-up from a record-keeping function to becoming a diagnostic and navigational tool for long-term regenerative production in the sector.
