Gothenburg goes green: Implementation of municipal guidelines for sustainable building.

In 2009 a municipal program with guidelines for construction of sustainable new housing was adopted with targets higher than regulation by law. Eight key actors were interviewed to follow-up the process of implementation of the program. Results show that there is a delay caused by organizational problems, general reactions from the sector to the program are positive, and in the future the program should become shorter and more specific.
