Towards a balanced supply and demand within construction contracting

The study explores the role of the bid preparation process (BPP) in the Engineer-to-Order sector for achieving supply-demand balance and business alignment. Based on literature and a case study from the construction industry, three main decisions within the bid preparation process are found to have mid-term impacts on supply-demand balancing and business alignment. The bid/no-bid decision regulates demand by validating and prioritizing projects, and capturing valid project specifications. The decisions of team formation and construction methods regulate supply by identifying mid-term resource needs, optimizing resource utilization, and establishing delivery plans.
